Report Highlights Successes of CICP
A new report from the Brookings Institution’s Metropolitan Policy Program cites the Central Indiana Corporate Partnership as a successful model of cluster initiatives. The report drew its conclusions from five national case studies, one of which focused on the CICP, and says industry clusters "offer a compelling framework for local and state leaders to analyze and support their economies."
The CICP is a holding company that includes several statewide initiatives focused on different sectors, including AgriNovus Indiana, Ascend Indiana, BioCrossroads, Conexus Indiana, Energy Systems Network, and TechPoint. Joseph Parilla, co-author of the report titled Rethinking Cluster Initiatives, praised the Indianapolis-based organization.
"CICP is the rare organization that is not devoted to a single issue or cluster, but rather has developed the reputation and abilities to seed several well-respected initiatives over time," Parilla said. "It remains one of the most impactful business and civic leadership organizations in the nation, and has become a durable institution because it values professional and technical guidance, continuous assessment and learning, and rapid adaptation, if necessary."
The report discusses five traits of successful cluster initiatives, including:
- Focused on establishing a robust ecosystem, not job gains
- Industry-driven, university-fueled, government-funded
- Placing a collective big bet on a unique opportunity
- Championed by passionate, dedicated leaders
- Anchored by a physical center
