Public Affairs Firms Teaming Up

Two central Indiana-based firms are joining forces for what they’re calling a first-of-its-kind strategic partnership. Lobbying firm Borror Public Affairs and consulting firm Cardinal Strategies say the deal aims to advance economic development and public policy.
The companies say they will combine their public service and economic development experience to provide legislative affairs and economic development consulting services to clients.
The partnership is a continuation of the relationship between the principals of both companies. Eric Shields, principal of Cardinal Strategies, previously served as a legislative aide to Borror Public Affairs Principal Randy Borror, a former member of the Indiana House of Representatives.
"When it comes to economic development, Eric is one of the best in the state," Borror said in a news release. "He possesses a comprehensive understanding of what Indiana can offer businesses and has a firm grasp on how communities and organizations can maximize their economic development efforts."
Shields most recently served as vice president of policy and strategic initiatives for the Indiana Economic Development Corp. During his time with the IEDC, Shields led several efforts, including the Regional Cities Initiative.
Borror formerly served as the chairman of the Small Business & Economic Development Committee in the Indiana House, where he led efforts for form the IEDC in 2005. He also authored the bill that created the Major Moves program.
