Muncie takes first step toward redevelopment of former bakery site

Muncie Mayor Dan Ridenour announced Monday that the city has gained control of the former downtown Concannon’s Pastry Shop property.
In a news release, the city said the move follows a “period of significant concern” from residents and city officials regarding a proposed private sale of the property.
The bakery building, located at 620 N. Walnut Street near Muncie Central High School, closed in 2019 after 41 years in operation. Concannon’s still has a location open on the city’s north side.
The city purchased the property for $650,000 using economic development income tax revenue. A proposal set to go before the Delaware County Board of Zoning Appeals this week called for the property to be turned into a convenience store and gas station, but those plans were scrapped late last week.
“A deal between the property’s seller and the proposed buyer has now been terminated, and all BZA applications related to the development have been officially withdrawn,” the city said in its release.
The city said the acquisition was an important step forward.
“Securing site control of this property is a crucial step in ensuring that any future development contributes to the long-term success and vibrancy of our downtown,” Ridenour said. “We are excited about the potential this site holds and look forward to working with the community to create a development plan that reflects Muncie’s vision for the future.”
While specific plans for the site are not yet known, the city said it will partner with local stakeholders to “create a vision that enhances the vitality of the area while serving the best interests of residents and visitors alike.”
