The developer is asking the city to annex 33 acres and rezone 149 acres of property near the Knollwood Farms subdivision.
The publication says the Franklin Plan Commission is expected to review the proposal this week.
Two commercial buildings would be built on U.S. 31 with the 230-home subdivision and apartment complex built behind it.
The plans call for a walking trail to be built through the development that would connect to a future, 28-acre park and a planned five-mile trail along U.S. 31.
The publication says the U.S. 31 trail will be built during a planned reconstruction of the road through Franklin in 2023.
