LifeSmart Youth has named Tammie Carter chief executive officer. She previously served as president and chief operating officer at TeenWorks. Carter has also worked in employee relations safety & training, community affairs, public strategies and supplier diversity roles at Duke Energy. She has also served as senior vice president of public strategies for The Indy Chamber.
