Mayor Jim Brainard has appointed Jim Barlow (pictured) Carmel police chief. He will replace retiring Chief Tim Green. Also, Mayor Brainard has appointed two assistant chiefs. Aaron Dietz will oversee Operations and Jeff Horner will oversee Administration. These changes will become effective June 1. Barlow has been a member of the Carmel Police Department for 34 years, the last six years serving as assistant chief. During his tenure, he also served as commander of the SWAT team, as well as commander of the Operations, Special Investigations, and Support Divisions. Barlow received a Bachelor’s Degree from Indiana University and is also a graduate of the FBI National Academy. Dietz has commanded the Special Investigations Division and the Hamilton/Boone County Drug Task Force since 2012. He has been a member of CPD for 28 years and is a graduate of the FBI National Academy. He holds an Associate’s Degree from Terra Technical College in Applied Science and a Bachelor of Science degree from Calumet College of Saint Joseph in Law Enforcement Management. Horner is a Ball State University graduate with a degree in criminal justice. He joined CPD in January 1994 after graduating second in his class at the Indiana Law Enforcement Academy. Horner spent his first 13 years on the department in the Operations Division. He has also served as an administrative lieutenant in the Support Division running the School Resource Unit and has served as the department’s public information officer. In January, Horner was appointed to major of the Operations Division. He has been one of the department’s defensive tactics instructors for the last 22 years, spent 11 years on the SWAT team and six additional years as the SWAT Commander.

Chief Tim Green is retiring after 35 years with the department, the last six serving as police chief. Under his guidance, the department has grown to 113 sworn officers and 25 civilian support personnel and continues to be accredited by the Commission on Accreditation of Law Enforcement Agencies, an international recognition for professionalism, excellence and competence.
