The effort targets communities with 25,000 or fewer residents looking to grow their pipelines of local leaders, small businesses and entrepreneurs.
The finalists are the city of Auburn as well as Orange, Spencer and Vermillion counties. Applicants were asked to choose from among three building blocks: economy, leadership or placemaking.
The program is operated by the Indiana Office of Community and Rural Affairs, Ball State University’s Center for Community Economic Development, Purdue University’s Center for Regional Development and Purdue Extension.
The next step for the finalists is the "HCI Foundation Phase," which involves communities spending several months gathering information and deciding on a final "building block."
