Kokomo Mayor Greg Goodnight has appointed David Tharp as deputy mayor. He is currently a development specialist/manager for the City of Kokomo. Tharp will replace Randy McKay, who has officially retired. McKay will remain in his position as president of the Board of Public Works and Safety.
