Former Warsaw Employee Ordered to Pay Nearly $1M

Subscribe NowIndiana Attorney General Curtis Hill says a former public employee convicted of bilking the city of Warsaw out of hundreds of thousands of dollars has been ordered to pay more than $955,000 as part of a judgment against him. Lacy Francis Jr. was convicted last year of charges relating to a kickback scheme involving a private contractor.
Hill’s office says Francis helped Pro Form Pipe Lining Co. and its owner Marc Campbell win bids on 11 city projects involving sewer pipe lining installation. The company, prosecutors say, overcharged for its work and shared the windfall with Francis, who was sentenced last year to 13 years in prison.
Francis was working as Warsaw’s street superintendent at the time. Hill says his lawyers argued against full liability due to his declared bankruptcy. The ruling states that Francis will be responsible for the judgment once he emerges from bankruptcy.
Hill’s office says actions are "ongoing" against Campbell and Pro Form.
