The city says the project, which is expected to be complete by the end of the year, is a major step toward the creation of the Grand Junction Park and Plaza.
The first phase includes extending Mill Street south past Park Street to to Union Street and constructing a three-sided box culvert. The city says the culvert will mitigate flooding issues in the downtown area.
The second phase will see improvements to the intersection of Mill and Park Streets and the final phase will see the reconstruction of Mill Street. The city says the overall Grand Junction project will provide a downtown hub for Westfield.
