The city-county council in Indianapolis is slated to take up a proposal to provide tax incentives of up to $18.5 million for Angie's List Inc. (Nasdaq: ANGI). The online service review company announced plans last year to create or move 1,000 jobs to the city over the next three years. The measure has bounced back-and-forth between the full council and committee.

Angie's List's $40 million plan includes repurposing a former Ford facility, building a large parking garage and improving infrastructure.
