The South Bend Common Council has approved tax abatement for a nearly $11 million proposal to transform an abandoned downtown hotel into apartments. Great Lakes Capital Development is planning more than $7.5 million in upgrades to the building. Plans call for nearly five dozen apartments and retail space on the lower level.

In a filing with the city, the developer says nine permanent jobs would be created when the project is complete.

The building is expected to house nearly 100 residents.
