IBA President Don Thieneman says the decrease could be due to weather constraints.
The IBA says 1,649 permits were issued in May, which is a 3 percent increase from the previous month.
"This steady rise in permit pulls is heartening," Thieneman said in a news release. "Affordability concerns are still prevalent, but the increase permits in May is a positive sign for the Indiana housing market."
The organization cites the National Association of Home Builders, which says new home sales picked up in March and April. However, the IBA says builders are continuing to deal with excessive regulations, a shortage of lots and a lack of skilled labor.
The permit data comes from the U.S. Census Bureau.
