Indianapolis Mayor Greg Ballard has scheduled his State of the City Address. The speech is set for later this month at the University of Indianapolis. The address is scheduled for Thursday, February 27 at 5:30 p.m. It will be held in the University of Indianapolis' Christel DeHaan Performance Hall.
