INDIANAPOLIS, Ind. — The Office of Mayor Greg Ballard today announced the following staffing changes:
Adam Collins Nominated as Deputy Mayor of Economic Development
Mayor Greg Ballard is nominating Adam Collins to serve as the City’s Deputy Mayor of Economic Development, pending City-County Council confirmation. Collins has been with the City since 2008. He has served as Assistant Corporation Counsel and Permits and License Administrator and Deputy Director of Inspections in the Department of Code Enforcement. He currently serves as Deputy Director of Economic Development. Collins is a graduate of Wabash College and Indiana University School of Law – Indianapolis.
Collins will succeed Deputy Mayor Deron Kintner who will be leaving the administration on September 5, 2014. Kintner, who also serves as Executive Director of the Indianapolis Local Public Improvement Bond Bank, has served as Deputy Mayor of Economic Development since August 1, 2012. Kintner is leaving the Ballard Administration to pursue private sector employment.
Greg Clark named Executive Director of the Bond Bank
Greg Clark will succeed Deron Kintner as Executive Director of the Indianapolis Local Public Improvement Bond Bank. Clark has served as Deputy Director of the Bond Bank since November, 2012. Clark received his undergraduate and law degrees from Indiana University – Bloomington.
Mendez Nominated to Lead Department of Code Enforcement
Mayor Ballard is nominating Manny Mendez as Director of the Department of Code Enforcement, pending City-County Council confirmation. Mendez has previously served as the Deputy Controller in the Office of Finance and promoted to Director of the Office of Audit and Performance. Mayor Ballard created the Department of Code Enforcement to take the cost of code compliance and enforcement off the general tax rolls and make the department 100% funded by permit fees. The department handles civil code regulation, licensing, permitting, inspection, enforcement and abatement.
Rick Powers to Lead Office of Audit and Performance
Rick Powers is the new Director of the Office of Audit and Performance. Powers previously served as Director of the Department of Code Enforcement. The Office of Audit and Performance provides independent auditing and consulting services to ensure enterprise compliance with policies, procedures, laws, reduce risk and evaluate the effectiveness of internal controls. It also provides training in Lean Six Sigma methodologies to improve the customer experience, reduce waste, increase efficiencies, and foster process improvement.
