The Elkhart City Council has approved the second phase of a large annexation plan. The Elkhart Truth reports the measure is part of an overall proposal to add 16 areas to the city. Monday's approval includes for areas. In April, council voted to annex an initial group of four properties.

The publication reports the city also revised some the first phase's financial plans. If it remains unchallenged, the initial annexation could take affect in January.
