Indianapolis-based Commonwealth Engineers has added Thomas Barclay as its business development manager for East Central Indiana. He previously served as director of intergovernmental affairs for Lt. Governor Suzanne Crouch. Barclay holds a bachelor’s degree from Penn State University.
