Financial Center First Credit Union has hired Frances Tooley as the new vice president of human resources. Tooley’s role will focus on leadership and coordination of all Human Resource functions, as well as implementing corporate Human Resource strategy.  She began with the company as a teller 32 years ago in Germany before transferring to the U.S. two years later. Tooley has also served as vice president of retail operations and chief operations officer.
