Indianapolis-based Lumina Foundation has appointed Scott Jenkins (pictured) director of state policy. He previously served as program director at the National Governors Association. Maria Carbenia has also joined Lumina as convening associate. She previously worked for Alpha Gamma Delta as events and merchandising manager.
