The Courier-Times in New Castle reports the current plant was built in the mid-1950s and is one of the oldest in the state. If all approvals are met, construction could be complete by late 2016.
Indianapolis-based Butler Fairman Seufert Inc. presented a preliminary engineering report last week to the council.
The company says the new plant would be able to process 400,000 gallons per day.
