Miller and Associates. He previously served as CEO and CAO respectively for Attorneys General Steve Carter and Greg Zoeller. Hopkins also previously served as town manager of Fishers and also as executive director of the Hoosier Heritage Port Authority which owns and manages the northeast rail corridor. Earlier in his career he was also a personal aide to Lt. Governor John Mutz.
Hopkins is also a member of the Indiana Sheep and Wool Council and serves on the sheep advisory committee for the North American International Livestock Exposition and the genetics committee for the American Sheep Industry. He is a past member of the Indiana Grain Buyers and Warehouse Licensing Board representing the Office of Attorney General. Hopkins is also a partner in Hopkins Dairy Farm LLC near Gosport and owns Little Eagle Creek Valley Farm in Westfield, where he raises 40 head of Shetland sheep. He is a graduate of Indiana University in Bloomington with a degree in Political Science. Hopkins is a past president of the Indiana Municipal Managers Association, a Sagamore of the Wabash and an Honorary Attorney General. He also served on the organizing committees of the Hamilton County Alliance and the Legacy Fund, he was a member of the Metropolitan Planning Organization policy committee and the management committee for the Northeast Corridor Major Investment Study. Hopkins also helped draft and testify in support of enabling legislation to create Indiana’s first municipal impact fee. He has testified before Congress, the Indiana legislature, the IURC and the State Board of Tax Commissioners as well as provided rating presentations to Standard & Poors and Moodys. While in state government, Hopkins managed operations in the Office of Attorney General and supervised the legislative team. Highlights of major projects that he supervised directly include creation of a new governing structure for Conner Prairie Living History Museum following the split with Earlham College, the first paid TV marketing campaign for Indiana’s unclaimed property division, the state’s settlement process for victims of the Indiana State Fair stage rigging collapse and the Indiana Attorney General’s Rx Drug Abuse and Prevention Task Force.
