PLAINFIELD, Ind. — The Central Indiana Regional Transportation Authority (CIRTA) board of directors has named Andrew Gast-Bray as its new executive director. Currently the Director of Planning and Zoning for the city of Lebanon, N.H., Gast-Bray previously worked for the Indianapolis firm that created multi-modal transit system plans for Indianapolis and Carmel.
As CIRTA’s executive director, Gast-Bray will lead CIRTA’s efforts to expand and improve mass transit in Central Indiana.
Gast-Bray, who starts Sept. 1, has led planning and zoning in Lebanon, N.H., since 2011, responsible for the community’s master plan update and coordinating land use, transportation, economic development and green infrastructure. Prior to that, he spent five years as a senior planner and engineer with Storrow Kinsella and Associates, an Indianapolis planning, urban design and landscape architecture firm. In that role, he worked in multimodal system planning for Indianapolis and Carmel, basing those plans on analysis techniques he developed.
“Andrew brings a great background to this role: 20 years of national – and even international – engineering and planning experience combined with an intimate knowledge of Central Indiana’s transit needs and opportunities,” said CIRTA board chair and Hamilton County Commissioner Christine Altman. “He officially joins CIRTA on Sept. 1, but he’s already meeting with key players and getting up-to-speed on mass transit in Central Indiana, including the Indy Connect plan.”
Gast-Bray holds a Ph. D. in engineering from France’s Ecole Centrale de Lille and a Master’s in community panning from the University of Cincinnati. In addition to his positions in New Hampshire and Indiana, he has worked in planning roles in Massachusetts and West Virginia, and his engineering experience includes work in West Virginia, Colorado and France.
“While there’s a lot to learn, I’m in familiar territory: I previously worked in Indianapolis for the firm that created multi-modal transportation system plans for Indianapolis and Carmel,” said Gast-Bray. “The potential for Central Indiana transit is incredible, and I’m excited to be a part of effort that will bring this area the kind of multi-modal system its residents deserve.”
CIRTA is one of three lead partners in Indy Connect, a unique and comprehensive transportation plan and process that defines the future multimodal network of transportation alternatives for Central Indiana. In addition, CIRTA oversees the Commuter Connect regional rideshare program and operates five commuter services, the Indy Express Bus between Carmel and downtown, Indy Express Bus between Fishers and downtown, as well as connectors in Carmel, West Carmel and Plainfield. This fall, a Whitestown Connector and North Plainfield Connector will begin operating.
CIRTA is governed by a 17-member board of directors who represent 10 counties in the region, as well as municipalities, the Indianapolis Regional Transportation Council and the labor organization for IndyGo employees.
