About 50 hourly workers at Indiana University in Bloomington are being shifted to an outside staffing agency. The university says it has contracted with Manpower to administer hiring needs for the positions. The workers do not receive health care and IU says the Affordable Care Act likely sped up the decision, but was not the main reason for the change. The affected workers are custodians, grounds crew, painters and general repair positions at IU's physical plant.

The operation employs about 650.
