Indy MDC to Consider Tax Abatement Requests

The Metropolitan Development Commission in Indianapolis will Wednesday consider a series of tax abatement requests. The projects represent a total investment of nearly $55 million and, if approved, could create up to 65 jobs.

A subsidiary of Indianapolis-based Scannell Properties is planning to invest nearly $14.5 million to develop a nearly 25-acre site on the city's east side which would include a 200,000-square-foot warehouse facility. The building will be leased by P-America LLC, a subsidiary of PepsiCo Inc. (Nasdaq: PEP), for a period of 10 years.

According to documents filed with the city, the project would create 27 jobs at the new facility and help retain nearly 470 jobs at P-America's location on the northwest side of Indy. Scannell is seeking an eight-year tax abatement, which would save the company about $1.3 million over the abatement period.

New Jersey-based Messer LLC is proposing to build a new air separation unit facility on the south side of Indianapolis. The company plans to invest more than $37 million to build and equip the facility, creating 23 jobs by the end of 2023 and retaining 12 positions.

Messer, which also has operations in La Porte and South Bend, is a manufacturer and supplier of various gases used for medical purposes, as well as gas mixtures. City documents say the new ASU will allow the company to "manufacture organic and inorganic gases for essential atmospheric gases for hospital, healthcare providers, food processors, glass and metal fabricators, as well as welding and gas distributors.

The company is seeking a seven-year real property tax abatement, as well as a seven-year personal property tax abatement, which would save Messer a total of nearly $2 million.

The MDC will also consider a tax abatement request from Indianapolis-based Automatic Doors & Access Inc., which is seeking to invest $1.9 million to build a 32,000-square-foot building. The facility will be used as an office, service center, warehouse, and training facility for the company's technicians.

The project, according to the city, will create 15 jobs and retain 15 positions. Five of the new jobs would come as part of the city's Hoosier Initiative for Re-Entry, or HIRE, program, which provides job readiness training and placement for ex-offenders as they are being discharged from the correctional system.

The MDC is scheduled to meet at 1 p.m. Wednesday to consider the abatement requests.
