South Bend Mayor Pete Buttigieg has named Tracy Skibins director of code enforcement for the city of South Bend. She previously served as deputy director of code enforcement, as a captain in the Notre Dame Security Police Department and as a corporal and investigator with the South Bend Police Department. Skibins also served in the United States Army Reserve. She graduated from Indiana University South Bend.

As deputy director, Skibins worked closely with city leadership, department staff and residents to advance the shared goal of safe, healthy neighborhoods. She focused particularly on connecting residents in need of home repair resources with philanthropic and charitable organizations in South Bend.

Skibins volunteers at the Center for the Homeless during weather amnesty. She also serves on a local lacrosse board and school safety committee.
