The Indianapolis Colts have announced the following changes to its football operations staff and team.

Ed Dodds has been named assistant general manager. He enters his second season with the Colts and his 16th year in the NFL. Prior to Indianapolis, Dodds spent 10 seasons (2007-2016) with the Seattle Seahawks and most recently served as Seattle’s senior personnel executive responsible for evaluating both college and pro talent. With the Seahawks, he was part of six winning seasons, five NFC West titles and 10 playoff wins in addition to two Super Bowl appearances (one win). Dodds also spent time with Oakland and his alma mater, Texas A&M-Kingsville.

Brian Decker has been promoted to director of player development. He enters his second season with the team after getting his start in the NFL with the Cleveland Browns. Decker has consulted in all major professional sports on the selection and development of athletes. A military veteran who retired after 22 years of service and achieved the rank of Lieutenant Colonel in the Special Forces, his last assignment was commander of special forces assessment and selection. Decker oversaw the development and execution of the talent acquisition strategy to select future Green Berets. He graduated from Eastern Kentucky and then earned his master’s degree in Defense Analysis from the Naval Postgraduate School.

Jon Shaw has been elevated to assistant director of pro scouting. He is entering his 13th season with the Colts and spent the previous six seasons (2011-17) as pro scout/special projects. In 2006, Shaw earned his start with the team as football operations intern. From 2007 to 2011, he served as a scouting assistant. In 2011, Shaw also worked as a defensive assistant along with his scouting responsibilities.

Anthony Coughlan enters his second season with the Colts and first as college scouting coordinator. He joined the team in 2017 as a player personnel assistant following his role as a recruiting assistant at Ohio State in 2016. In 2015, Coughlan served as a public relations intern for the Kansas City Chiefs after graduating from Ohio State with a degree in strategic communication. As an undergrad student, he worked as a student manager for Ohio State’s football program for one season and as a cornerbacks and special teams intern for two seasons.

Mike Lacy will serve as a player personnel scout. Lacy is in his third season with the Colts and spent the last two years as a scouting assistant. He was also a summer operations intern for the team in 2015. Prior to Indianapolis, Lacy spent one season serving as the quarterbacks and wide receivers coach at Greece Arcadia High School in Rochester, New York. He worked as a player personnel assistant for the Arena Football League’s Philadelphia Soul while finishing his sport management degree from SUNY Cortland in the spring of 2015.

Zerick Rollins joins the Colts in his first year as a scouting assistant. He previously served as an offensive graduate assistant with the University of Louisiana at Lafayette working with the wide receivers. He played three years of college football at Alcorn State.

George Li joins the Colts in the senior football strategy analyst/game management position. Before Indianapolis, he worked in analytics for the Oakland Raiders for seven years and spent time as lead researcher at NFL Network and as a researcher at ESPN.

Parks Frazier enters his first year with the Colts as an assistant to the head coach. He served as an offensive graduate assistant at Arkansas State, a defensive quality control coach at Samford and an intern at Middle Tennessee. Frazier was a two-year quarterback at Murray State following one season at Northeast Mississippi Community College.

Matt DeWall has been named assistant video director. Prior to the Colts, he served as video coordinator for Florida State for four seasons and also spent time on the video staffs of the Miami Dolphins and the University of Central Florida.

Mitch Chester has been promoted to football operations assistant. His primary responsibilities include assisting in organizing and executing all team and football operations travel and helping with training camp logistics. Chester previously worked with the Colts as a football operations intern during the 2017 offseason and as a remote game charter for the Cleveland Browns from 2015-17.

Also, Stephanie Pemberton (pictured) has been promoted to vice president of marketing. She most recently served as senior director of marketing. In this enhanced role, Pemberton will continue to lead the team’s corporate and ticket marketing, community relations, events, brand management, cheerleading, mascot and youth football initiatives. She began her career with the Colts as an intern and now is entering her 15th season with the club. Pemberton has held various positions with the team, including community relations assistant, community relations coordinator, director of community relations and senior director of marketing. A graduate of Purdue University, Pemberton has volunteered with many local organizations, including Second Helpings, the United Way of Central Indiana, Big Brothers Big Sisters and Downtown Indy, Inc.  She currently serves on the board of Teachers’ Treasures.
