In the suit, Voorhies argues the city did not publicly bid the construction project or properly obtain the necessary budget appropriations.
Voorhies says she "had no choice but to file suit" after repeated unsuccessful efforts to "seek redress from the city." The $35 million program is a collaboration between the city and the France-based Bolloré Group. The effort currently involves about two dozen stations throughout the city. Organizers hope to ultimately reach 200 stations and 500 electric cars around Marion County. Earlier this month, BlueIndy said the service attracted more than 500 members and 1,500 trips in its first month.
