Indianapolis Mayor Greg Ballard this morning will announce details of the preferred developer's plans for a more than $400 million Marion County Justice Center. Our partners at WTHR-TV report WMB Heartland Justice Partners has been selected to construct, manage and run the center, which will be located at the site of a former General Motors stamping plant. The city previously announced that the group includes major equity members Meridiam Infrastructure Indy Justice LLC, Balfour Beatty Investments Inc. and Walsh Investors LLC.

WMB beat out two other finalists. The city plans to pay no more than $50 million per year to lease the facility over 35 years.

The project will include a 3,500-bed detention facility, court and sheriff's department offices and hearing rooms.

Mayor Ballard's spokesman Marc Lotter tells our partners at WTHR the facility will open in 2018 and save tax payers $3.2 million per year over current operations.

INDIANAPOLIS, Ind. – After weeks of evaluation from a bipartisan committee of multiple stakeholders, Mayor Greg Ballard will join other City/County leaders to announce the preferred developer for the Marion County Justice Complex.

If approved, the preferred bidder will be responsible for the financing, design, construction, operation and maintenance of the new Marion County Justice Complex. The facility will house criminal courts and detention facilities, including adult jails, inmate processing and specialized health and mental facilities. The Marion County Justice Center would replace current justice facilities that are outdated, deteriorating and unsafe.
