The proposal would have replaced three county commissioners with one elected executive and expanded the Allen County Council from seven members to nine. More than 70 percent of voters cast ballots against the referendum. The change would have put executive power in the hands of a single, elected official, while the county council would hold legislative and fiscal powers.
The Allen County Election Board says the issue may have led to higher-than-expected voter turnout in the area. According to the organization's unofficial results, more than 66,000 people cast a ballot on the issue.
