Plans for two additional phases of a major wind turbine project in Howard County have been halted. The Kokomo Tribune reports the Howard County Board of Commissioners has agreed to terminate the economic development agreement with E.ON Climate & Renewables on phases two and three of the Wildcat Wind Farm. The first phase, which was completed at the end of 2012, was estimated to cost $400 million.

The project has sparked heated debate among residents for six years.

Under terms of the deal, Commission President Paul Wyman says the county will “incur no liability and no costs.”

The commission also approved a resolution to add restrictions to current wind project ordinances.

Wyman added that economic conditions have changed and when this proposal was conceived in 2008, “our community needed a shot in the arm.”
