WINCHESTER, Ind. – The City of Winchester will hold a groundbreaking event to celebrate the start of construction for a new utility-grade wind turbine. The proposed plan calls for one 213-foot high, three-blade wind turbine to be installed on the south side of Vision Park, an industrial and technology park. The ceremony, hosted by Mayor Steve Croyle, will be held rain or shine on Wednesday, April 23rd at 10:00 AM EDT at Vision Park on US 27 in Winchester, Indiana.
“After overcoming many hurdles we are pleased the community wind energy project is moving forward. The education, environmental and economic benefits to the City of Winchester is significant. Moving forward we will continue to seek out opportunities and partnerships like this project to further enhance and improve the City of Winchester,” said Mayor Croyle.
Electricity generated from the 850-kilowatt turbine will generate more than 2 million kilowatts annually that will be sold via a power purchase agreement to Indiana Michigan Power and American Electric Power (IMP/AEP). The majority of the project is financed through a $2.3 million Clean Renewable Energy Bond. The wind turbine will generate more than $3 million in net revenues over the 25-year project life to help fund City of Winchester utility costs. No tax dollars are being used to fund the project. Revenues from the power purchase agreement will pay for the project loan and annual operating costs.

The tower components and turbine blades are scheduled to arrive in September with vertical assembly occurring in the same time frame. The actual dates for construction, including the specific date and time of day for raising the blades, is influenced by transportation dynamics, crane assembly and weather conditions, with updates provided as they become available. A dedication event will be held after the turbine is operational in the Fall of 2014.
