INDIANAPOLIS, Ind. – Ivy Tech Community College has promoted three individuals to Vice President roles within the College. The promotions correlate with the college's restructuring of its academic divisions to the Technology & Applied Sciences Division, Business & Public Services Division, Health Sciences Division and University & Transfer Division. Dr. Russ Baker was earlier named Vice President of the University & Transfer Division.
Sue Smith, former Corporate Executive for Manufacturing Technology, has been named Vice President for the Technology & Applied Sciences Division and Corporate Executive for Advanced Manufacturing. Smith has worked in Corporate College and Workforce and Economic Development at Ivy Tech for 23 years.
The Vice President for the Technology & Applied Sciences Division provides professional leadership in the development of quality standards and quality and consistency in academic courses and programs within the division. Within the College, the Vice President works closely with the Vice President for Academic Affairs and regional academic officers to ensure the division is providing the level of courses and service appropriate to the communities Ivy Tech serves. The Vice President will assist and represent the President in establishing strategic linkages with companies and associations, related to the division industry that can benefit from the College’s mission to enhance the educational achievement of Hoosiers.
As VP, Smith will assure curriculum is meeting the needs of area employers and supporting the advancement of related economic sectors of the state, as well as network with senior management from companies that are known to set industry trends; are influential statewide, nationwide, or globally; or who employ a significant workforce. Smith will also be responsible for staying current with industry trends and employment projections and make recommendations for future academic programs, training, and certifications appropriate to embed in existing curriculum.
Smith began as a manager at Ivy Tech's Columbus campus in 1990, where she developed two new apprenticeship programs that grew to include over 800 participants, including local companies. In 1994, Smith became Executive Director of Workforce and Economic Development, where she grew sales from an average of $150,000 to an average of $1.8 million. She also participated in national partnerships and presented at national conferences at least once a year. Smith held this position until 2010, when she became the Corporate Executive for Advanced Manufacturing for Ivy Tech statewide. In the last few years, she has worked will all 14 Ivy Tech regions to improve sales and delivery functions to manufacturing industries. She has also represented Ivy Tech in state, national, and international manufacturing organizations. Smith serves as a coach and mentor for two regions of the college, each comprised of six campuses.
Smith graduated from Indiana University with a bachelor’s degree in journalism and associate degree in business. She later earned her master’s degree in creative writing from Antioch University in 2007.
Vearl Turnpaugh, former Assistant Vice President Career & Technical Programs, has been named Associate Vice President of Applied Engineering and Technology Education. Turnpaugh has worked for Ivy Tech for 23 years.
The Associate Vice President is responsible for coordinating the overall development of the College’s applied engineering and technology programs in collaboration with faculty, program chairs, deans, vice chancellors and other academic administrators. The Associate VP coordinates and manages various curriculum development and related processes for pre-engineering and technology programs, represents Academic Affairs on various College committees and taskforces, represents the College to various external funding and regulatory agencies, and completes duties required by annual work plans and special projects. The Associate VP also provides a strategic view of the College’s workforce and technical mission, identifies technology and equipment needs and trends, and seeks grant opportunities to support the College mission.
As Associate VP, Turnpaugh will also develop and oversee the planning and processes of curriculum implementation for applied engineering and technical programs; coordinate proposal processes for new programs and prepare submissions for CHE approval; and provide oversight and strategic direction to assigned programs in the technology and engineering sectors.
Turnpaugh began as an industrial training instructor at Ivy Tech’s Kokomo campus, and soon after became the department head of mechanical technologies. As department head, he supervised the Automotive Service Technology and Heating, Air Conditioning and Refrigeration Technology Programs. In 1994, Turnpaugh became the Chair of the Technology Division in Kokomo, where he acted as regional coordinator. He managed eight full-time instructors and thirty part-time instructors. He also helped to design curriculum and determine and monitor budgets. Turnpaugh later became an Associate Professor of Manufacturing and Industrial Technology in 2003, and went on to become the Executive Director of Workforce and Economic Development for Ivy Tech’s statewide system in 2007. As Executive Director, he coordinated a $1.86 million grant on behalf of the college, and served as Ivy Tech/Purdue partnership director for the grant. He facilitated the construction and implementation of the advanced manufacturing degree program statewide, and also aided in the development of the new manufacturing and production operations degree. In 2010, Turnpaugh became the Assistant Vice President of Career and Technical Programs. Since then, he has developed technical program proposals and implemented technical programs statewide. He also facilitated the development of new curriculum and courses for statewide technical programs.
Turnpaugh graduated from Purdue University with an associate degree in computer integrated manufacturing technology and a bachelor’s degree in computer integrated manufacturing technology. He also received his master’s degree in industrial technology from Purdue in 1994. Turnpaugh is currently in the process of earning his doctorate for higher education leadership from Indiana State University.
Laurie Peters, former Assistant Vice President for Nursing Education, has been named Associate Vice President for Nursing Education. Peters has worked in nursing education at Ivy Tech for 20 years.

The Associate VP is responsible for coordinating the overall development of the College’s nursing programs in collaboration with faculty, program chairs, deans, vice chancellors and other academic administrators. The Associate VP coordinates and manages various curriculum development and related processes for nursing programs, represents Academic Affairs on various College committees and taskforces, represents the College to various external funding and regulatory agencies, and completes duties required by annual work plans and special projects. The Associate VP provides a strategic view of the College’s nursing education mission, identifies relevant needs and trends, and seeks grant opportunities to support the College mission.
