Plainfield leader tapped as CIRTA’s interim director
The Central Indiana Regional Transportation Authority (CIRTA) board of directors has hired Bill Kirchoff as interim director of CIRTA. Kirchoff has served on the CIRTA board since it was created by state statute in 2004.
He has served on the Plainfield Town Council since 2000, after retiring from Cinergy/PSI after 33 years of service. Kirchoff was appointed to the CIRTA board by the governor, as recommended by the Indianapolis Regional Transportation Council.
Kirchoff will begin the part-time position the week of Aug. 12, and will focus on facilitating the search for a new executive director. Ehren Bingaman recently resigned to take a position in the private sector. Bingaman’s last day is Aug. 16. Kirchoff will retain his position on the CIRTA board, but abstain from voting on measures that pertain to his engagement with CIRTA.
CIRTA is one of three lead partners in Indy Connect, a unique and comprehensive transportation plan and process that defines the future multimodal network of transportation alternatives for Central Indiana.
In addition, CIRTA’s eight employees oversee the Commuter Connect regional rideshare program, which has increased active participation in carpools by 20 percent and grown vanpools by 200 percent in the two years since CIRTA began managing the program.
Kirchoff was instrumental in forming the partnership between the Town of Plainfield and CIRTA to create the Plainfield Connector, which provides service for people working in the Plainfield industrial parks from IndyGo’s west side termination point.
CIRTA also operates the Indy Express Bus between Carmel and downtown Indy and Fishers and downtown Indy.
CIRTA is governed by a 17-member board of directors who represent 10 counties in the region, as well as municipalities, the Indianapolis Regional Transportation Council and the labor organization for IndyGo employees.
