Officials say the athletic space will be spread across three inflatable domes, which could be used to attract regional and national sports tournaments.
The complex will be expected to include facilities for soccer, softball, basketball and baseball.
The main sports dome could be built as early as the summer, while the hotel and conference center aren't expected to be complete until the end of next year.
The project will be partially financed through $7.6 million in federal stimulus funds.
