Mayor's Office Spokesman Marc Lotter says Block 400 is part of a broader plan for downtown.
Indianapolis Mayor Greg Ballard will take part in a groundbreaking this morning for an $85 million downtown development. Block 400 includes retail space, parking garages and nearly 500 apartments. A Marsh supermarket will anchor the development, which will connect the OneAmerica and IUPUI campuses.

Indianapolis, Ind. -- Mayor Greg Ballard will be joined by Marsh Supermarkets Chairman, CEO and President Tom O’Boyle and Flaherty & Collins Properties CEO David Flaherty for the groundbreaking of the new mixed-use development on the Near North side of Downtown Indianapolis.
The $85 million “Block 400” project features two mixed-use buildings that will include ground-floor retail, 487 apartments, a 40,000-square-foot urban prototype Marsh Supermarket and parking garages featuring more than 1,500 spaces.
