Indiana Communities to Receive Brownfield Cleanup Funds

INDIANAPOLIS – The Indiana Finance Authority (the Authority) yesterday approved brownfields funding totaling $7,188,887 for Indiana communities to assess and remediate environmentally-impaired properties.

Today’s announcement is in large part a direct result of the Authority’s restructuring of the Petroleum Remediation Grant Incentive in April 2007, which divided the state into seven regions and allocated $750,000 per region, totaling $5,250,000. Seventy-nine projects in 47 Indiana communities and 43 counties have been approved to receive funding for the assessment and remediation of petroleum-contaminated brownfields.

“Oftentimes, potential developers steer clear of abandoned gas stations for fear of environmental contamination and the underlying costs that could be involved in redevelopment. Our hope is that this investment will help curb that fear,” said Cris Johnston, Public Finance Director of the State of Indiana. “Facilitating revitalization of these properties will not only further our goal to create jobs, but it will improve the appearance and safety of our cities and towns at a minimum cost to taxpayers – a clear demonstration of Governor Daniels’ commitment to improving the quality of life for Hoosiers.”

Prior to Governor Daniels’ creation of the Authority, which assumed management of the Indiana Brownfields Program in July 2005, only 14 sites statewide had been provided a total just above $1 million for remediation of petroleum contamination on brownfield sites despite $9 million having been set aside by the legislature for such projects.

In addition to the Petroleum Remediation Grants, the Authority today also awarded through a competitive grant round $1,059,118 to seven communities to remediate sites contaminated with other hazardous substances and $458,769 to 11 communities to assess properties suspected of being contaminated. The Authority also approved $421,000 under its Federal Matching Grant incentive to provide matching grants for eight communities and the Indiana Brownfields Program, which were recently awarded assessment and cleanup grants from the U.S. Environmental Protection Agency.
